Can We Defend Bandhs? No. Can We Regulate Them? Yes.

      Like elections, an event that everyone in town knows happening is a bandh.  A good number of bandhs are a near-total shut down with all shops closed in town.  Their success is guaranteed if major political parties are behind the bandh call.

     Last September States of Karnataka and Tamil Nadu witnessed well-enforced bandhs over the issue of sharing of Cauvery water, and Andhra Pradesh went through one because the Centre had not granted ‘special category status’ to that State.  Kerala experienced a full-scale bandh this month to protest the murder of an activist of a political party.  During the bandh days, obviously traders in the four States were affected, and the public too had their enormous woes.  

       Can  bandhs   be  justified  as  a  means  of  voicing  a concern publicly or a condemnation loudly?  There is an argument that bandhs, or hartals, and fasting are methods of public protest that Mahatma Gandhi had espoused powerfully against the then rulers, and hence they have a sanctity and utility in the post-independent democratic India.  Let us have a look.

       Hartal in  the  hands  of  Gandhiji  was  a  different weapon - a creative and constructive one.  But in the hands of today's politicians, bandhs are instruments of causing misery for traders and common people.  Gandhiji was fighting the British, an alien power that had colonised India.  He could not go to the courts, in India or in England, to make the British quit.  As all know, the great leader did not use threat or force on traders to shut down.  Traders voluntarily responded to Gandhiji's call and participated in hartals. He had captivated Indians, including industrialists, by the force of his personality and through a righteous and noble cause.  Anyone else would have found it too daunting to make the traders and people rally behind him on a hartal call.  Gandhiji was unique.

      We also know that it is by sheer threats, direct and indirect, that a bandh is enforced today – more surely when a ruling party is behind a call for a bandh.  In that case, if various traders' associations do not message their members to shut down as resolved by their governing bodies, then traders may face harassment from government agencies for even minor or technical violations of regulatory laws.  So, when a ruling party favours a bandh, traders do not question the governing bodies of their associations about any call for a bandh issued by those bodies. That is why we see a near-total shut down during such a bandh.  Some State may have a tradition of bandhs fostered by all political parties, and there traders readily respond to a bandh call given by any political party in that State rather than risk facing arsonists and an indulging police administration.  So a present-day bandh is different from a hartal enacted on a call given by Gandhiji, when traders willingly participated on a large scale.  If at all, government agencies of those days might have harassed traders for joining in a hartal - which perhaps traders did not mind or the British government did not do.

       Fasting was another method of protest Gandhiji employed.  If he fasted for a public cause, Indians felt guilty and rallied behind him even more.  But today's political leaders know they have not won such hearty admiration from the public, and people know it too.  So, at the present time, if a political leader goes on a fast that will not evoke any greater sympathy or support among people than what he or she already has. That is why there is much less of fasting by political leaders today.  Further, the Mahatma fasted for days and days, but our political leaders cannot do it for more than twelve hours or so, which millions of poor Indians do on many days due to poverty and penury.  Hence a miniature fast by a political leader has no attraction or effect, except getting a mention in print and electronic media.  But then if a present-day political leader wants to fast, let him do it.  That is not objectionable like calling for a bandh. 

      A fasting political leader does not compel shop keepers, auto rickshaw drivers, hoteliers and common people to do the same.  When he fasts, no one else is inconvenienced, and others are not harassed.   Here it is only the fasting leader who must suffer a tiny bit, at the most for twelve hours – and for still less time if he has a secret breakfast before going on a fast.  But during a bandh he does not suffer in any way, and it is the innocent public who are forced to take the beating and feel the pangs. So, as a means of protest, fasting is different from a bandh and is harmless.

       A  bandh  announced or  supported by a political leader and enforced by anyone with threats and rampage would also infringe on the Constitution-given fundamental rights of traders and of the general public.  Since bandhs are mostly enforced illegally with force and threats, violating the fundamental rights of traders and lakhs and lakhs of the general public, law itself may prevent any sort of compulsion on anyone when bandhs are called.  How?

-  An empowered body with a name like “Bandh Regulating Committee” should be created for each district in India.  The Chief Electoral Officer for the State, the District Collector of that district and the Superintendent of Police for that district could be members of the Committee.

-   Any group or political party that intends to call for a bandh on a particular date in a district should give prior notice of its intention to the appropriate Committee at lease fourteen days in advance.  Four days before the date of the proposed bandh, the Committee should take a poll by secret ballot among traders and shop-keepers, through electronic voting, to find out if they are “for” are “against” the bandh.  Those who do not vote shall be considered voting against the bandh.

If at least 75% of the number of traders and shop-keepers in the district vote in favour of the proposed bandh, it will be allowed.  If not, that bandh shall not be allowed to take place.

-  No one may give a bandh notice to the Committee for fun.  So, it should be a rule that any person who files a prior notice with the Committee for a bandh should also submit simultaneously forms of support signed by 5% of the number of traders and shop keepers in the district who would be for the bandh.  Seven days before the date of the proposed bandh, the Committee shall take a poll by secret ballot among these 5% of the voters, through electronic voting.  If at least 4% among them vote in favour of the bandh, then polling will be held for the remaining traders and shop-keepers in the district.  If there is no such 4% qualifying support, there will not be any second-stage polling in the district, and the proposed bandh cannot be held.

-  Any bandh held in this manner can last for only four hours in a day, from 2 p.m. to 6 p.m.  Since a bandh is just a symbolic show of support, and is not an instrument of harassment of people, a display of support for four hours will do.  Hospitals, medical shops, hotels and all transport services shall always remain exempt from bandhs.

-  When a bandh is permitted, it will still be open to every trader and shop-keeper to decide if he likes to join the bandh or not.  The reason is, a bandh affects the fundamental rights of every trader and shop-keeper, and they cannot be taken away from him even with his consent. 


       India’s  Supreme Court may itself devise the foregoing rules – with any modification it thinks fit, such as who will be members of a Bandh Regulating Committee or in what manner the approval or disapproval of traders and shop-keepers for a bandh may be recorded and known – in a public interest litigation, and issue directions which will be binding on everyone.

       Yes, if the Supreme Court issues directions on these lines, or in any modified form, they may not be implementable without a hitch or with 100% success.  Now there is no law regulating bandhs, and it is a free for all.  Every political party wants to be seen as supporting some bandh or the other, and it does not wish to leave that space to other parties.  But if Supreme Court's directions regulate bandhs, then all parties will have some comfort in complying with those directions, because other parties cannot steal a march over an abstaining party.  Also, if a political party disobeys a Supreme Court direction and calls for a bandh without the needed support of traders and shop-keepers in the district, the top leaders of the party may have to answer a charge of contempt.
       In one or two instances, if a political party or other group gets scarce support among traders and shop-keepers for a proposed bandh, it will not like to expose its unpopularity next time. True, we have to devise ways of taking the votes of traders and shop-keepers, enlisting them for voting, etc.  But traders will co-operate in this rather than yield to bandh calls.  They can rely on Supreme Court’s directions for having to co-operate, and political parties cannot complain.

       As we know, many crimes occur despite a law banning it. Recently when the law made the punishment stiffer for the offence of rape, that has also not stopped the offenders.  Still we should have the law.  Likewise, we should make a beginning in regulating the menace of bandhs, as best as we can, rather than not do anything.  We cannot expect the legislature to pass a law on this.  Since the fundamental rights of traders and the general public are affected by bandhs, and since people have a weak voice in our democracy, the Supreme Court may intervene and issue directions.  Just as that Court did for dealing with sexual harassment of women in workplaces and for regulating BCCI’s cricket administration.  Bandhs affect millions more, and more severely.

இவை பந்த் அல்ல, பந்தா!


    ‘பந்த்’ – அதாவது முழு அடைப்பு – ஒர் ஊரில் நடந்தால், கடையை மூடிய கடைக்காரர்களுக்கோ, வண்டியை ஓட்டாத ஆட்டோக்காரர்கள், லாரிக்காரர்கள், பஸ் கம்பெனிகளுக்கோ ஏதாவது பலன் உண்டா?  தங்கள் வேலைகளுக்காக பிற அலுவலகங்கள், கடைகளுக்குச் செல்லமுடியாதவர்கள் மற்றும் பந்த்-தினால் வேறு அவதிக்கு ஆளானவர்கள், பந்த் எதற்காக நடந்தாலும் எதோ ஒரு வகையில் திருப்தி கொள்வார்களா? இல்லை, அனைத்து மக்களுக்கும் இன்னல்தான் என்பது எல்லாருக்கும் தெரியும்.

     காவிரியில்  குறிப்பிட்ட  அளவு   தண்ணீர்   திறந்து  விடவேண்டும் என கர்நாடகாவுக்கு சுப்ரீம் கோர்ட் சமீபத்தில் உத்திரவிட்டது. அது அமலாவதை எதிர்த்து கன்னட அமைப்புகள் கேட்டுக்கொண்டபடி கர்நாடகாவில் பல இடங்களில் அங்குள்ள அரசியல் கட்சிகள் ஆதரவோடு போராட்டங்கள் நடந்தன.  சென்ற 9-ம் தேதி அந்த மாநிலம் தழுவிய முழு அடைப்பும் நடந்தது. ரௌடிகளும் சமூக விரோதிகளும் தொடர்ந்து தீ வைப்பு மற்றும் இதர வன்முறைச் செயல்களில் ஈடுபட்டனர்.  அதனால் ஏராளமான பொதுமக்கள் பல வகையிலும் சிரமத்தை சந்தித்தனர். அம்மாநிலத்தில் வசிக்கும் தமிழர்களுக்கு கூடுதலாக அச்சமும் அவதியும் நேர்ந்தன.

         சென்ற 16-ம் தேதி தமிழ்நாடு முழுவதும் காலை ஆறு மணி முதல் மாலை ஆறு மணி வரை ஒரு பந்த் நடத்தப் பட்டது. ஹோட்டல்கள்கூட மூடப்பட்டன. கர்நாடகா வன்முறையில் தமிழர்கள் பாதிக்கப் பட்டதைக் கண்டித்தும் காவிரி நீர்ப் பங்கீட்டில் கர்நாடகாவின் போக்கைக் கண்டித்தும் நடந்த பந்த் அது. அதன் காரணமாக தமிழ் நாட்டிலுள்ள பொதுமக்களும் அல்லல் பட்டனர்.

        ஆந்திர     பிரதேச    மக்களும்    கஷ்டப்படும்படி  சென்ற  10-ம் தேதி அந்த மாநிலத்தில் ஒரு முழு அடைப்பு நடந்தது. மத்திய அரசு அந்த மாநிலத்துக்கு சிறப்பு அந்தஸ்து வழங்கவில்லை என்பதைக் கண்டித்து அந்த மாநிலத்தின் பிரதான எதிர்க்கட்சிகள் தலைமையில் நிகழ்த்தப்பட்ட பந்த் அது.

    இந்தியாவில்  பல  ஊர்களில்   பல  காரணங்களுக்காக அவ்வப்போது காணப்படும் பந்த் மாதிரித்தான் இப்போது மூன்று மாநிலங்களிலும் முழு அடைப்புகள் அரங்கேறின. எல்லா ‘பந்த்’களுமே அவற்றுக்கு அழைப்பு விடுக்கும் அமைப்புகள் அல்லது அரசியல் கட்சிகள் தங்கள் இருப்பையும் சக்தியையும் பகிரங்கப் படுத்த நிகழ்த்தும் ’பந்தா’தான். அவற்றை ஆதரிக்கும் அரசியல் கட்சிகள் ஆட்சியில் இருந்தால், சட்டச் சிக்கல் வராமல் பந்த்-ஐ மறைமுகமாக ஊக்குவித்து அதை வியாபார சங்கங்களும் கடைக்காரர்களும் உணருமாறு செய்து எதிர்க் கட்சிகளுக்கு நிகரான பந்தாவை அவர்களும் காட்டிக் கொள்கிறார்கள். பொதுமக்களுக்கு ஏற்படும் கஷ்ட நஷ்டங்கள் பந்த்-ஐ ஆதரிக்கும் அரசியல் கட்சிகளுக்கு ஒரு பொருட்டா என்ன?

        காவிரி நீர்ப் பங்கீடு பிரச்சினையில் கர்நாடகா நடத்திய பந்த்-தினால் தமிழக அரசு தன் சட்ட நிலையை மாற்றிக் கொள்ளாது. தமிழ் நாடு நடத்திய பந்த் மூலமாக கர்நாடகாவும் தனது சட்ட நிலையை மாற்றாது. இரு மாநிலங்களிடையே கசப்புணர்வு ஏற்பட்டு மக்களையும் பாதித்தது என்பதுதான் இந்த பந்த்-களின் விளைவு. காலம் செல்லச் செல்ல நீர்த்தேவைகள் அதிகரித்து பருவ மழையின் அளவும் படிப் படியாக குறைந்து வரும்போது இரு மாநிலங்களுக்கும் தேவையான நீர் வளத்தைப் பெருக்க தொலைநோக்குத் திட்டங்கள் தேவை. அதை உணர்ந்து செயல்படும் முதிர்ச்சியும் பக்குவமும் மத்திய, மாநில அரசியல்வாதிகளிடம் இதுவரை காணப்படவில்லை என்பதால் சட்டம் என்ன சொல்கிறதோ, சுப்ரீம் கோர்ட் என்ன உத்திரவிடுகிறதோ அதன்படிதான் இந்த மாநிலங்கள் செயல்பட்டாக வேண்டும். ஆகையால் எங்கு பந்த் நடந்தாலும் அது தற்போதைய காவிரி நீர்ப் பிரச்சினைக்கு தீர்வாகாது. மற்றபடி சட்டத்திற்கு புறம்பாக சுப்ரீம் கோர்ட்டின் உத்திரவையே ஒரு மாநிலம் அமல்படுத்த மறுத்தால், அதற்குப் பெரிய அரசியல் கட்சிகளின் ஆதரவும் விடாப்பிடியாக இருந்தால் அதன் விளைவுகளை வளரும் நம் ஜனநாயகத்தில் சுலபமாக கணிக்க முடியாது.

      பொதுவாகச் சொன்னால், ஒரு  பந்த்-தின்  நியாய அநியாயத்தை இப்படிப் பார்க்கலாம்.  ஒரு மாநில அரசையோ மத்திய அரசையோ நோக்கி பந்த் மூலமாக வைக்கப்படும் கோரிக்கை அல்லது கண்டனம் சரியானது என்றாலும், அது பந்த்-ஐ ஏற்கத் தகுந்த வழிமுறையாக்காது. அன்றைய தினம் பாதிக்கப்படும் பொதுமக்கள் எவரும் மனதளவில் முழு அடைப்பை விரும்ப மாட்டார்கள் என்பது ஒரு புறம் இருக்கட்டும்.  அரசாங்கம் நடத்தும் எந்த ஓர் அரசியல் கட்சியும், பந்த்-தினால் ஒரு கோரிக்கை அல்லது கண்டனத்திற்கு தாங்கள் பணிகிறோம் என்ற தோற்றத்தைத் தர விரும்பாது.  அரசாங்கமே ஒரு பந்த்-ஐ எதிர்க் கட்சிகளோடு சேர்ந்து – அதாவது மறைமுகமாக சேர்ந்து – நடத்தினால், அந்த பந்த் அரசுக்கு அழுத்தம் கொடுத்து அதனால் அரசு செயல் படப் போவதில்லை. ஆகவே எப்படியும் பந்த் என்பது வெறும் பந்தாவாகத்தான் அமையும்.

     ஒரு பந்த்-திற்கு அழைப்பு விடுத்து நடத்திக் காட்டும் அமைப்போ அரசியல் கட்சியோ என்ன சொல்லும்? ”எங்கள் அச்சுறுத்தலுக்கும் கையை முறுக்கும் பின் நடவடிக்கைக்கும் பயந்துதான் கடைக்காரர்கள் எங்களை நொந்துகொண்டு கடைகளை மூடுகிறார்கள்” என்றெல்லாம் சொல்ல மாட்டார்கள். “நாங்கள் பந்த்-திற்கான காரணத்தைச் சொல்லி வெறும் அழைப்புதான் விட்டோம். தங்களின் வியாபார சங்கங்கள் மூலமாக அதை அறிந்துகொண்ட கடைக்காரர்கள் உடனே ஒப்புக்கொண்டு தாமாகவே கடைகளை மூடுகிறார்கள். இதில் ஒரு வற்புறுத்தலும் இல்லை” என்றுதான் சட்டம் ஏற்கும்படி அந்த அமைப்போ அரசியல் கட்சியோ சொல்லும். ஆனால் சட்டத்தை ஏமாற்றப் பார்க்கும் எந்தப் பாசாங்கையும் சட்டம் விலக்கி வைக்க வேண்டும்.  அப்படியானால் பொது மக்கள் நலனில் சட்டம் என்ன செய்யலாம்?

    வியாபாரிகளைக் கட்டாயப் படுத்தி ஒரு பந்த்-ஐ நிகழ்த்துவது, அவர்களது அடிப்படை உரிமைகளை பாதிப்பதாகவும் அமையும். பொதுமக்களின் அடிப்படை உரிமைகளையும் அவமதிப்பதாகும். ஆகையால் பந்த் என்ற பெயரில் அது போன்ற கட்டாயப்படுத்தல் ஏதும் உண்மையில் நடக்காமல் சட்டம் தடுக்கலாம். எப்படி?

-  ’பந்த்  ஒழுங்குபடுத்தும்  கமிட்டி’  என்கிற  மாதிரி ஒவ்வொரு மாவட்டத்திற்கும் ஒரு அதிகார மையம் வரவேண்டும். உதாரணமாக, மாநில தலைமை தேர்தல் அதிகாரி தலைமையில் மாவட்ட ஆட்சியர் மற்றும் மாவட்ட காவல்துறை கண்காணிப்பாளர் உறுப்பினர்கள் கொண்டதாக அந்த கமிட்டி இருக்கலாம்.

-      ஒரு   மாவட்டத்தில்     ஒரு    தேதியில்    பந்த்-திற்கு  அழைப்பு விட உத்தேசிக்கும் ஒரு அமைப்போ அரசியல் கட்சியோ பதினாலு நாட்கள் முன்னதாக அந்த உத்தேசத்தை கமிட்டியிடம் முன்-அறிவிப்பாகக் கொடுக்க வேண்டும். பந்த் தேதிக்கு நான்கு நாட்கள் முன்னர் அந்த மாவட்டத்தில் உள்ள கடைகளின் உரிமையாளர்கள் பந்த்-திற்கு ’ஆதரவு உண்டு’ அல்லது ‘ஆதரவு இல்லை’ என்று ரகசிய மின்னணு வாக்குப் பதிவு செலுத்தும் வழிமுறையையும் ஏற்படுத்த வேண்டும். அந்த வாக்குப் பதிவைக் கமிட்டி நடத்த வேண்டும், வாக்குப் பதிவு செய்யாதவர்கள் ‘ஆதரவு இல்லை’ என்று வாக்கு செலுத்தியதாகவே கருத வேண்டும். 
  
- மாவட்டத்தில் உள்ள கடைக்காரர்களில் நூற்றுக்கு எழுபத்து ஐந்து பேராவது ஆதரவு தருகிறார்கள் என்று வந்தால்தான் அந்த மாவட்டத்தில் உத்தேசிக்கப்பட்ட அந்த பந்த் நடக்கலாம்.  இல்லையென்றால் பந்த் நடக்கக் கூடாது.
  
-   எவரும் விளையாட்டுத்தனமாக கமிட்டியிடம் பந்த் அறிவிப்பு தருவதையும் தவிர்க்க வேண்டும். அதனால், ஒரு பந்த் அறிவிப்போடு சம்பத்தப்பட்ட மாவட்டத்தில் உள்ள கடைகளின் 5 சதவிகித உரிமையாளர்கள் கையொப்பமிட்ட ஆதரவுப் படிவங்களையும் சமர்ப்பிக்க வேண்டும். பந்த் தேதிக்கு ஏழு நாட்கள் முன்னர், கமிட்டி இந்த 5 சதவிகிதத்தினரிடம் ரகசிய மின்னணு வாக்குப் பதிவு எடுத்து, 4 சதவிகிதத்தினராவது பந்த்-திற்கு ஆதரவு உண்டு என்று வாக்களித்தால்தான் மீதமுள்ள கடைக்காரர்களிடம் வாக்கெடுப்பு நடத்தவேண்டும். அந்த 4 சதவிகித தகுதி-ஆதரவு கிட்டவில்லை என்றால், அடுத்த கட்ட வாக்கெடுப்பு இல்லாமலே அந்த பந்த் நடத்தமுடியாது என்று முடிவாக வேண்டும்.

-  இவ்வாறு நடக்கக்கூடிய எந்த முழு  அடைப்பும் ஒரு   நாளைக்கு நான்கு மணி நேரம் மட்டுமே – அதாவது மதியம் 2 மணியிலிருந்து மாலை 6 மணி வரை மட்டும் - அமலில் இருக்கவேண்டும். பந்த் என்பது ஒரு அடையாள ஆதரவு ஈர்ப்புதான், மக்களை இம்சிக்கும் ஆயுதம் அல்ல என்பதால், இந்த 4 மணி நேர அடையாள ஆதரவு போதுமானது. ஆஸ்பத்திரிகள், மருந்துக் கடைகள், ஹோட்டல்கள், விமானம், ரயில் மற்றும் பஸ் உள்ளிட்ட முக்கிய சேவைகளுக்கு பந்த்-திலிருந்து முழு விலக்கு உண்டு.  

-   வாக்குப் பதிவில் தகுந்த ஆதரவு கிடைத்து ஒரு பந்த்-திற்கான அழைப்பு அனுமதிக்கப் பட்டாலும், அன்றைய தினம் முழு அடைப்பில் பங்குபெறுவதா இல்லையா என்று ஒவ்வொரு வர்த்தகரும் தொழில் செய்பவரும் அவரவர் இஷ்டப்படி முடிவு செய்துகொள்ளலாம். ஏனென்றால் இது அவர்களது அடிப்படை உரிமைகள் சம்பத்தப் பட்டது - அவர்களின் ஒப்புதல் வாங்கியும் அவற்றை யாரும் பறிக்க முடியாது. 

        பந்த்-ஐ எதிர்த்துப் போடப்படும் ஒரு பொதுநல வழக்கில், மேலே சொன்னது போல் – அல்லது அதை இன்னும் செம்மைப் படுத்தி - சுப்ரீம் கோர்ட்டே பந்த்-ஐ ஒழுங்கு படுத்தும் வழிமுறையை ஏற்படுத்தலாம்.  கிரிக்கெட் ஆட்ட நிர்வாகத்தை கோர்ட் உத்திரவின் மூலம் ஒழுங்கு படுத்திய மாதிரி முழு அடைப்புகள் நடப்பதையும் ஒழுங்கு படுத்தலாம். பந்தாட்ட நிர்வாகத்தின் முறைகேடுகளை விட, பந்த்-ஆட்டத்தின் கேடுகள் பல நூறு மடங்கு மக்களை பெரிதும் பாதிக்கிறதல்லவா?

உ.பி-யில் காங்கிரஸ்: மானம் கட்டிலேறியது!


     அனைவருக்கும் நன்னெறிகள் சொல்லும் இதிகாசங்களும் புராணங்களும் இந்தியாவில் அறியப்பட்டது போல் வேறு எங்கும் இல்லை.  ஒழுக்கத் தவறுகளில் மிகச் சாதாரணமான பொய் பேசுதல் என்பதும் கூடாது என்று பாரத தேசத்தில் வலியுறுத்தப் பட்டது. “பொய் சொன்ன வாய்க்கு போஜனம் கிடைக்காது” என்று சின்ன வயதில் பழமொழி கேட்டு வளர்ந்தவர்கள் இன்றும் தமிழ்நாட்டில் உண்டு. இப்போது அதையே நாட்டு நிலைமைக்கு ஏற்ப ஒரு சிறு மாற்றத்துடன் – அதாவது “பொய் சொல்லாத வாய்க்கு” என்பதாக - பலர் நமட்டுச்சிரிப்புடன் புரிந்துகொள்ளலாம்.  தமிழ் தெரிந்தால், அதில் ராகுல் காந்தியும் ஒருவராக இருக்கலாம். ஏனென்றால் பொய்பேசுதலையும் தாண்டி, பொதுமக்கள் களவாடினால் கூடத் தவறில்லை என்று தெளிவாக தொனிக்கும்படி அண்மையில் பேசியிருக்கிறார் ராகுல் காந்தி. ஏன் அப்படிப் பேசினார்?

    உத்திரப் பிரதேசம் ருத்ராபுரில் நடந்த ஒரு காங்கிரஸ் கூட்டத்தின் முடிவில் ஏற்பட்ட காட்சி தேசிய செய்தியானது. ’கட்டில் சபைகள்’ என்ற பெயருடன் பல கிராமங்களில் ராகுல் காந்தி உரை நிகழ்த்தும் விவசாயிகள் கூட்டங்களின் முதல் நிகழ்ச்சி அந்த கிராமத்தில் செப்டம்பர் 6-ல் நடந்தது. அங்கு அவர்கள் அமர்ந்து தலைவரின் பேச்சைக் கேட்பதற்காக மரத்தால் ஆன கயிற்றுக் கட்டில்கள் வாடகைக்கு எடுத்துப் போடப் பட்டன. கூட்டம் முடிந்தது. கட்டில்களில் உட்கார்ந்து பேச்சைக் கேட்டவர்கள் ஆயிரக் கணக்கான கட்டில்களை வீட்டுக்கு எடுத்துச் சென்றுவிட்டனர்.  பல வட மாநில கிராமங்களில் அது போன்ற கயிற்றுக் கட்டில்கள் பரவலாகப் பயன்படுத்தப் படும். அதனால்தான் ஊருக்கு ஊர் ஆயிரக் கணக்கில் கட்டில்களைக் கிடத்தி கூட்டங்கள் நடக்குமாறு திட்டமிட்டது காங்கிரஸ் கட்சி.

    ருத்ராபுர் கூட்டதிலிருந்து கட்டில்களைத் தூக்கிச் சென்றவர்களைப் பல செய்தியாளர்கள் புகைப்படம் எடுத்தார்கள், விடியோவும் எடுத்தார்கள். அதைப் பற்றியெல்லாம் கவலைப் படாமல் வெட்கம் எதையும் காட்டாமல் நகர்ந்தார்கள் கட்டில் சுமந்தவர்கள்.  ‘இது சரிதான், இது நியாயம்தான்’ என்கிற மனோபாவத்தில்தான் அவர்கள் தென்பட்டார்கள்.  சட்டத்தின் பார்வையில் அவர்கள் செய்தது திருட்டாகும்.  ஆனால் அவர்கள் திருட்டுத் தொழில் செய்பவர்களோ, வழக்கமாக யாருடைய பொருள் எங்கு கிடைத்தாலும் திருட நினைப்பவர்களோ அல்ல. அவ்வாறு செய்பவர்கள் திருட்டை ரகசியமாக செய்வார்களே தவிர, கட்டில் எடுத்தவர்கள் மாதிரி ‘ஹாயாக’ பகிரங்கமாக செய்யமாட்டார்கள்.  இரண்டு நாட்கள் முன்பு – செப்டம்பர் 9-ம் தேதி – உத்திரப் பிரதேசம் அம்பேத்கர் நகர் மாவட்டத்திலும் ராகுல் காந்தி பங்கேற்ற கட்டில் சபைக் கூட்டம் நடந்தது. அந்தக் கூட்டத்திற்கும் வெறுங்கையோடு வந்தவர்கள் பலர் கட்டில்களோடு வீடு திரும்பிய செய்தியும் உண்டு.

    சட்டம் செய்யமுடியாத ஒரு காரியத்தை நாமும் காங்கிரஸ் கட்சியும் செய்யலாம். அதாவது கட்டிலை எடுத்துப் போனவர்களின் ஏழ்மையையும் மனதில் கொண்டு அவர்களை மன்னிக்கலாம். உண்மையில் அவர்களின் செய்கைக்கு ஏழ்மையைத் தவிர இன்னொரு காரணமும் இருக்கிறது. அதாவது “எங்களைத் தொடர்ந்து ஏமாற்றி வஞ்சித்துக் கொழுக்கும் அரசியல் கட்சிகளிடமிருந்து இந்த சிறு ஆதாயமாவது எங்களுக்குச் சேருவது நியாயம்தான்” என்கிற உள்ளார்ந்த நம்பிக்கையும் ஒரு காரணம். ஆகையால்தான் அந்தத் தவறையும் அவர்கள் குற்ற உணர்ச்சி இல்லாமல் செய்கிறார்கள். ஆனால் அவர்களின் செயலை ராகுல் காந்தியே பின்னர் நியாயப் படுத்தும் தொனியில் பேசியதுதான் மன்னிக்க முடியாதது.

     ருத்ராபுர் செய்தி ஊடகங்கள் வாயிலாக நாடெங்கும் பரவியது. இதனால் காங்கிரசுக்குக் கெட்ட பெயர் என்று எண்ணிய ராகுல் காந்தி, தன் கூட்டத்திற்கு வந்தவர்கள் கட்டில்களை எடுத்துச் சென்றது தவறல்ல என்ற தோற்றத்தை ஏற்படுத்த விரும்பினார். ஆகையால் மறுநாள் கோரக்பூரில் பேசும்போது “விவசாயிகள் கட்டில்களை எடுத்துச் சென்றால் அவர்களைத் திருடர்கள் என்கிறார்கள். ஆனால் விஜய் மல்யா மாதிரி ஒரு தொழிலதிபர் ஒன்பதாயிரம் கோடி ரூபாய் கடனைத் திருப்பித் தராமல் கம்பி நீட்டினால் அவரைக் கடன் தவறியவர் என்கிறார்கள்” என்று சொல்லி வைத்தார். இங்குதான் ராகுல் காந்தி தவறு செய்கிறார்.

     விஜய் மல்யா வங்கிக்கடன் வாங்கியதே குற்றமல்ல.  அதைப் பின்னர் முறையாக திருப்பிச் செலுத்தவில்லை என்பதால் அவர் கடன் தவறியவர் ஆனார். அதற்கான சட்ட நடவடிக்கை அவர்மீது இப்போது எடுக்கப் பட்டிருக்கிறது.  ஆனால் ருத்ராபுரில் கூட்டத்துக்கு வந்தவர்கள் கட்டிலைத் தூக்கி நகர்ந்தபோதே சட்டப்படி குற்றம் செய்தவர்கள். இது தெரியாமல் அல்லது தெரியாத மாதிரி இருப்பவர் காங்கிரஸ் கட்சியின் அடுத்த பிரதம மந்திரி வேட்பாளர்!


      ருத்ராபுர்  நிகழ்ச்சியைப் பற்றிப் பேசவேண்டும்  என்றால் ராகுல் காந்தி என்ன சொல்லி இருக்கவேண்டும்? “ருத்ராபுர் விவசாயிகளே, எனது கூட்டத்திற்கு வந்திருந்த உங்களில் சிலர் கூட்டத் திடலில் இருந்த கட்டில்களை வீட்டுக்கு எடுத்துச் சென்றீர்கள். உங்களுக்கு அப்படி ஒரு எண்ணம் ஏற்படுமாறு உங்களை எழ்மை நிலையிலேயே இதுநாள் வரை வைத்து ஆட்சி செய்த கட்சி காங்கிரஸ் கட்சியும்தான் என்பதை நினைத்தால் எனக்கு வெட்கமாக இருக்கிறது. உங்கள் தவற்றின் பெரும் பகுதிக்கான காரணமும் பொறுப்பும் உங்களைச் சேராது, காங்கிரஸ் கட்சியையே சேரும். சுதந்திரத்தில் இருந்து ஐம்பது வருஷத்துக்கும் மேலாக மத்தியில் ஆட்சியில் இருந்த கட்சி காங்கிரஸ் என்ற முறையில் இதை வருத்தத்தோடு ஒப்புக் கொள்கிறேன். ஒரு சாதாரணக் கட்டில் வாங்கும் அளவிற்குக் கூட சக்தியற்றவர்களாக உங்களை வைத்திருந்ததற்காக எங்கள் கட்சியின் சார்பில் மன்னிப்பு கேட்கிறேன். வரும் காலங்களில் உங்கள் பொருளாதார முன்னேற்றத்திற்காக எனது கட்சி தீவிரமாகச் செயல் படும்” என்று அவர் பேசியிருக்கலாம்.

      ராகுல்   காந்தி    இப்படிப்   பேசி   இருந்தால்   அதில் பொய் இருக்காது. பொதுமக்கள் செய்த தப்பை நியாயப் படுத்துவதாகவும் ஆகாது. மாறாக, அவர் பலரின் மனதைத் தொட்டிருக்கக் கூடும். அவரின் நம்பகத்தன்மையும் மேலும் வலுப்படும்.  ஏன், அது போன்ற பேச்சின் விளைவாக ஒருவராவது கட்டிலைத் திருப்பிக் கொடுக்க நினைத்தாலும் ஆச்சரியம் இல்லை.  ஆனால் அப்படியான வார்த்தைகளை உணர்ந்து பேசுவதற்கு காங்கிரஸ் கட்சியில் எந்தத் தலைவருக்கும் நேர்மை இருக்காது, பணிவும் துணிவும் கிடையாது. ஒரு காலத்தில் நேர்மையும் பணிவும் துணிவும் தழைத்து ஓங்கிய அக் கட்சியில் அந்தப் பண்புகள் மீண்டும் வளர்ந்து கட்சித் தலைமையை எட்டுவது நம் ஜனநாயகத்திற்கு அவசியம். அது நடக்கும் வரை கட்சியின் மானத்தைக் காப்பாற்ற ஏதோ ரீதியில் மல்யாவைத்தான் நம்ப வேண்டும்.

Sindhu Rashtra?


     The United States topped the medal standings in Rio Olympics 2016, winning 46 gold, out of an overall 121 medals including silver and bronze.  India was ranked 67 when Hyderabad’s P.V. Sindhu won a silver in badminton and Haryana’s Sakshi Malik took a bronze in wrestling.  A great show by both the girls.  But state governments raining cash awards on Sindhu is not a great show.

     Grand receptions awaited Sindhu and Sakshi when they returned with Olympic medals.  Among them, Sindhu was put on road shows at Hyderabad and Vijayawada and felicitated in maidans. Telangana overwhelmed her with a cash award of Rs.5 crores, while Andhra Pradesh made it Rs.3 crores.  Both the states announced gifts of house sites of 1,000 sq. yards each to Sindhu, and offered her high-level jobs. Delhi government gladdened her with Rs.2 crores, while Haryana and Madhya Pradesh gave her Rs.50 lakhs each.  Her employer Bharat Petroleum, a state-run corporate, handed her Rs.75 lakhs. With cash gifts from others too, Sindhu’s bank funds swell by at least Rs.13 crores.  Will the government donations to Sindhu pep up and promote sports, as they are projected?  No. They serve a different purpose.

       All Indian sportspersons have to run a sad race and win it unsung before they go out to compete in international events. That one is The Indian Official Obstacle Race. India has a strange mix of people. It has abundant talent, in body and mind, among its citizens, which is constantly stifled by stupendous apathy by governments that are run by visionless politicians and mediocre jealous employees.   That is why much of budding Indian talent gets mostly aborted for good.  It looks there is no country like India which suppresses the skills and intellect of so many its own citizens and does not reward them for what they deserve.  So whoever can emigrate does it to grow his or her talents and employ them to earn their worth.  

      A 2013 study  by the UN says  that about 2.8  million India-born persons are migrants in UAE alone, forming 47% of people hailing from top five countries supplying workforce to the UAE region.  India cannot create jobs for them or pay them decently, and so they have flown out. The United States is home for an estimated 3.2 million Indian Americans. Pewresearch.org quotes a 2012 report to reveal that “70% of Indian Americans aged 25 and older had college degrees in 2010, by far the highest rate among the six Asian-American groups studied and 2.5 times the rate among the overall U.S. population….. Median annual household income for Indian Americans in 2010 was $88,000, much higher than for all Asian Americans ($66,000) and all U.S. households ($49,800) — perhaps not surprising, given their high education levels”. This is proof that Indian talent cannot generally flower in India, though it can largely outshine average native talent in the US. India treats sporting excellence no better.

       The world has shown that showering medallists with huge cash gifts is not the way for any serious development of sports.  The United States which won the maximum number of gold at 2016 Olympics gives a cash award of about Rs.16,75,000 to its sportspersons if they win gold – not silver or bronze - at the Olympics. Great Britain, ranked second at Rio with 27 golds, gives no cash award to any medal winner. Jamaica’s Usain Bolt raced to a gold in 100m and 200m and anchored a gold for his country in 4 x 100m relay at that meet. He had done likewise at the two immediate past Olympics too, achieving an incredible ‘triple triple’, and yet there are no reports saying Jamaica gave him any cash gifts. But, of course, huge money through commercial endorsement deals always beckons any international star sportsperson.

     No other country makes a cash gift of the size Telangana and Andhra Pradesh offered to Sindhu – even for an Olympic gold medallist. Prior to Rio 2016, the Haryana government announced a cash gift of Rs.6 crores to anyone winning a gold (35 times the United States offer), Rs.4 crores to those taking a silver and Rs.2.5 crores to others finishing with a bronze at any Olympics if the winner belonged to that state.  That offer has not produced any magical results at Rio.  For Haryana’s Sakshi Malik winning a bronze, full credit should go to her innate zeal and prowess, rather than to the colossal cash awards crassly dangled before her.

     If our governments truly aim to attract more youngsters to badminton and other sports, they should do another thing instead of donating to Sindhu, i.e., invest their huge moneys in creating permanent sports infrastructure and facilities and in spotting and promoting sports talents fairly without nepotism and corruption.  But that is a hard way up which demands a lot of planning, dedication and focussed work over many years, qualities not valued by a lot of our ruling politicians.   At this moment, their easy way to convince the gullible public that a government is encouraging sports is to donate to Sindhu. The more they donate, they believe being seen to be doing more for sports. 


       If you have high talent and passion in you -  in science, sports, writing or performing arts, and public service too - you will also have a natural urge to fight your way and bring out the best in you, and you don’t do it just for money.  The minimum our governments may do to encourage talent in sports is this - not putting hurdles on its way and keeping corruption out.  But that is not happening in India.  For now, we should wish our sporting men and women good luck on many fronts.

       Now let us ask ourselves: Why did Indian state governments shower huge cash gifts on Sindhu after she strove by herself to win a historic Olympic silver?  And we may answer: it was a stunned reaction. The politicians behind the cash gifts were stupefied by the fact that an Indian could fight against all odds kept in place by India’s officialdom and rise to impress the world.  So in a manner of crying out “No, I am not the culprit!”, they announced huge cash awards to Sindhu.  The larger the amount, the louder the cry. So let’s have a laugh.

Life and Lies of Arvind Kejriwal

        Who said three days ago, "They may kill us!"? 

      Not Indian jawans keeping vigil at LoC, thinking of Pak military and worried about their families back home.  It was Delhi chief minister Arvind Kejriwal of AAP in a You Tube video, saying he and other leaders of his party could be killed on the orders of prime minister Narendra Modi and BJP president Amit Shah.  The charge really looms over Modi whose image and nationwide appeal, not Shah's, brought BJP to power at the Centre and dashed Kejriwal's dreams of becoming prime minister through the 2014 national elections. 

       Kejriwal  further said  Modi might get  it  done because  of ‘frustration’ with Kejriwal, stemming from – as Kejriwal believed these reasons existed - AAP’s victory over BJP in the 2015 Delhi assembly elections, AAP’s present good work in Delhi and its growth in a few other states.  The charge and its explanation are outright funny and downright silly.  A newspaper which generally applauds Modi front-paged the news saying the Delhi chief minister was 'ranting', while another one which is generally critical of Modi shunted the news to its inside pages saying Kejriwal 'claimed' to feel threatened. This is a sample of both supporters and opponents of Modi not taking Kejriwal's declared apprehension seriously.  That is healthy in the watching of public affairs.  What, then, is the need for anyone to talk about this further?

       Kejriwal is a chief minister functioning from the national capital which houses the prime minister's office too.  He wants Delhi to be made a full-fledged state with greater powers of administration.  And he wants to become prime minister soonest – so he expressed doubts in his video speech if the country was safe in Modi's hands. When that man says publicly that the country's prime minister might get him killed out of sheer political rivalry, it needs to be discussed. Modi may just ignore Kejriwal over this issue, in a politically wise stance.  But in the public domain Kejriwal must hear others.

       Assume that Kejriwal really feels his life could be shortened through Modi's directives. Then it means a feeling that Modi would want it enacted before his current tenure as prime minister ends, which is about 3 years from now. Reason: if Kejriwal lives long enough to face the next Lok Sabha elections in 2019 Modi will fear losing out to Kejriwal in those elections and hence he would prefer Kejriwal to be out of the scene by then – so would Kejriwal want us to believe.  Kejriwal, who thinks his popularity is swelling, should also imagine that Modi's frustration with Kejriwal would rise day by day, and that Modi would want his wishes fulfilled at the earliest.  All these naturally flow from Kejriwal's direct allegations. Let us go further.

       Lives of elected political leaders all over the world are rather unsafe, whatever their political beliefs.  If they are left unprotected any madman could fire a shot at them or throw a knife or a bomb at them.  The attacker may not always act on the orders of a political rival and could himself be insane.  He could also be a disgruntled member of the same political group or party as the targeted leader.  So the state machinery should monitor threats to the lives of all political leaders and give them protection when needed, without talking much about it.  Sometimes the best of protection by the state may not also be good enough, when it would be a sad day for the whole country whoever the victim.  Leaving all this aside, as a mortal any leader could breathe his last owing to an organ failure or other ailment.  Kejriwal wants us to believe that if he or any of his party leaders leave this world for any reason, in the next three years or later, Modi should automatically become the prime suspect of a plot behind it.  This is a vicious hope.

      The world knows about a country where a similar charge by a chief minister of a region against a person holding a higher rank and wielding a huge authority could be quite credible.  But the man under such a death threat will know that if he speaks about it publicly the threat could be more surely carried into effect.  That is Pakistan.  Kejriwal knows he lives in a far safer and better governed India, where the judiciary functions independently, the rulers are not oppressive and the military is not all-powerful.

       Kejriwal  has  touched  a  new  low  from  a  high position.  If a municipality chairman in India makes a charge like Kejriwal has done, it is level one low.  When a chief minister in the country does it, he reaches level two low.  If, God forbid, any prime minister of the nation will ever do it, it is the ultimate low.  The higher the position a person occupies, a notch higher is the dignity he should assume and the responsibility he should show in words and action.  The reason is this.  A person among the last ranks of an administration and doing misdeeds at the workplace does not easily infect all others in the set-up, unless many others do it by themselves and there is no action to check any of them.  But if the one person who is at the top does things wrongly, irresponsibly or corruptly, though deviously, others down the line will follow him and his clever ways.  So Kejriwal has sent a wrong signal to political leaders, established or upcoming, that the way to keep one’s place in politics and engage with political opponents is through wickedly dramatized falsehood.  What he said may be legally a non-event, but is morally poisonous in public life.  We should hope that the public spot it.

      True, Kejriwal led his AAP to win 67 out of 70 seats in the last Delhi assembly elections.  He fought against the campaign of Modi, a serving prime minister, and won to become Delhi’s chief minister.  He deserves a lot of credit for his victory.   No doubt Modi should look at his defeat with humility, and defeat also naturally helps in that. Kejriwal too should take his electoral success with humility, even more of it for the victor, but so far he has given no proof of it. 

      The Delhi chief minister has quickly given proof on one thing - that his dubious motives have begun inspiring others, at least within his party.  A day after Kejriwal released his video speech charging Modi, Asim Ahmed Khan who is a sitting AAP lawmaker of Delhi – who was a former minister in Kejriwal’s cabinet but dropped later on charges of corruption – told newsmen that Kejriwal and his aides had threatened to kill Khan because, as Khan claimed, the lawmaker had materials to ‘expose’ Kejriwal.  No prizes to anyone for guessing that Khan learnt a new trick from Kejriwal, just wished to blacken the name of his estranged leader and so alleged that Kejriwal gave out a death threat.  Of all persons, Kejriwal knows that his troubled party man is on a calculated foul play, posing as a victim. Because Kejriwal knows himself.

சுவாதி படுகொலை, ராம்குமார் கைது, மற்றவை யாதெனில்


   நுங்கம்பாக்கம் ரயில் நிலையத்தில் அரிவாள் வீசி சுவாதியைக் கொலை செய்தது நான்தான் என்று வாக்குமூலம் கொடுத்திருக்கிறானாம் கைதான ராம்குமார். அவன்மீதான வழக்கை கோர்ட் சரியாக விசாரித்துத் தீர்ப்பு சொல்லட்டும். ஆனால் இதே ரீதியில் பிற அப்பாவிப் பெண்களின் உயிரிழப்புக் கதைகள் பலவும் டெலிவிஷன் மற்றும் பத்திரிகைகளில் வருகின்றன. தமிழ்நாட்டில் பிரபலமான இரண்டு பழைய வரிகளை – அதன் அர்த்தம் என்னவானாலும் – தற்காலத்தில் இப்படி மாற்றிச் சொல்லலாம்: “காதல்! காதல்! காதல்! காதல் போயின், கொலை செய்தல்! செய்தல்! செய்தல்!” ஏன் இந்த அவலம்?

   ஒரு ஆணும் பெண்ணும் ஒரு தடவையாவது பார்த்துக் கொண்ட பிறகு அவன் அவளைக் கொலை செய்தால் –  அதுவும் இருவரும் இள வயதினராக இருந்தால் – அது காதல் விவகாரமாக இருக்கவேண்டும் என்பது பலரின் ஊகமாக இருக்கிறது. அதுவும் கொலையாளியே “நான் அவளைக் காதலித்தேன். ஆனால் அவள் என் காதலை ஏற்றுக் கொள்ள மறுத்ததால் ஆத்திரம் அடைந்தேன்” என்று பிடிபட்டவுடன் சொல்லிவிட்டால் “ஐயோ பாவம்!” என்று தங்கள் அனுதாபத்தைக் கொலையாளியின் பக்கம் சற்றுத் திருப்பிவிடும் சினிமாக்கதை மோகிகளும் உண்டு.  காதல் இப்படியெல்லாம் செய்யத்தூண்டுமா என்ன?  இல்லை, அதுவல்ல காதல்.

    காதலின் அடையாளம் மதிப்பும் மரியாதையும். மற்றொருவரை மதிக்காமல், அவர் மீது மரியாதை கொள்ளாமல், அவர் மீது காதல் கொள்ள முடியாது. இரண்டு பேர் ஒருவரை ஒருவர் காதலிக்கிறார்கள் என்றால் ஒருவர் மீது ஒருவர் மதிப்பு வைத்திருக்கிறார்கள் என்றும் அர்த்தம். ஆண்-பெண் இடையே ஒருவருக்கு மற்றவர் மீது காதல் ஏற்பட்டு, மற்றவருக்கு அதில் நாட்டமில்லை என்று தெரிந்துவிட்டால் முதலாமவர் தன் காதல் எண்ணத்தைக் கைவிடவேண்டும்.  “மாட்டேன். அந்த நபரைத் தொடர்ந்து என் காதலை வெளிப்படுத்துவேன். அவர் என் காதலை ஏற்று என்னைத் திருமணம் செய்துகொள்ளும் வரை அவரை வற்புறுத்துவேன்.  அவர் மறுத்துக் கொண்டே இருந்தால் அவர் மீது கத்தி, அரிவாள், ஆசிட் போன்றவற்றைப் பிரயோகிக்கவும் தயங்க மாட்டேன்” என்ற எண்ணம் கொண்ட எவருக்கும் அந்த மற்றவர் மீது மதிப்பில்லை, ஆதலால் காதலுமில்லை என்று நாம் புரிந்து கொள்ளலாம்.

 நம்முடன் பழகும் சகமனிதர்கள் மீது நாம் எப்போது மதிப்பு வைப்போம்? அவர்களும் நம்மை மதிக்கும்போது, அல்லது அவர்களின் மதிப்பை எதிர்பார்த்து, நாம் அவர்கள் மீது மதிப்பு வைப்போம். தன்னைச் சுற்றி இருந்த பலதரப்பட்ட மனிதர்களின் பெருமதிப்பைப் பெற்றவர் மஹாத்மா காந்தி. அவரும் அந்த மற்றவர்களிடம் மதிப்பு கொண்டிருந்தார். சகமனிதர்கள் நம்மை மதிக்காமல் அலட்சியம் செய்தாலும் நாம் அவர்களை மதிக்கிறோம் என்றால் நம்மிடம் இருப்பது பயம் என்று அர்த்தம். (காந்திக்கு நேர் மாறாக, பயத்தையே விரும்பிப் பெற்று மகிழ்வுறும் தலைவர்களும் உண்டு.)   

     பரஸ்பர மதிப்பின் அவசியம் காதலுக்கும் பொருந்தும். பல ‘காதல் கொலை’ செய்திகளை ஆராய்ந்தால், தான் கொலை செய்த பெண் தன்மீது மதிப்பு வைத்திருந்தாளா என கொலைகார ஆண் எண்ணிப் பார்த்திருக்க மாட்டான். அவனுக்கும் அவள்மீது மதிப்பு என்கிற உணர்வு இருந்திருக்க முடியாது. தான் விரும்பியபடி அவள் தன்னை ஏற்கவில்லையே என்கிற எதேச்சாதிகாரக் கோபம்தான் அவனிடம் இருந்திருக்கும்.  ஆகையால், இந்த ரகக் கொலைகள் ‘காதல்’ சம்பத்தப் பட்டவை அல்ல.  இவை எப்படிப் பட்டவை என்பதை இன்னும் தெளிவாக உணர இரண்டு சம்பவங்களை உதாரணமாகப் பாருங்கள்.  கத்தியைக் காட்டி “கழட்டித்தா நகையை’’ என்று ஒரு பெண்ணை மிரட்டும் திருடன், அவள் எதிர்த்தால் அவளைக் கொல்லலாம்.  ‘காதலை’க் காட்டி ‘‘மணம் செய் என்னை” என்று ஒரு பெண்ணைத் துரத்தும் இளைஞனும், அவள் மறுத்தால் அவளைக் கொல்லலாம். இரண்டு காட்சிகளிலும், கேட்பவனுக்கு சுயலாபமும் சுயதேவையும்தான் குறிக்கோளே தவிற பெண்ணைப் பற்றி ஒரு அக்கறையுமில்லை.  

  இளவயதின் ஈர்ப்பால் மட்டும் இருவர் வாழ்க்கையில் இணைந்து, அவர்களுக்குள் பரஸ்பர மதிப்பு இல்லை என்றால் வாழ்க்கை அவர்களுக்கு இனிக்காமல் போகிறது என்பதை நாம் பார்க்கிறோம்.  இப்போது நம் சமுகம் பல தளங்களில் வெளிப்படையானதாக இருக்கிறது. குழந்தைகள் வளர்ந்துவிட்ட பின், எந்த நீண்டநாள் உறவுக்கும் – அதுவும் ஆண்-பெண் சம்பத்தப்பட்ட விசேஷ உறவுக்கு – பரஸ்பர மதிப்பு எற்பட வாய்ப்பிருக்கிறதா என்பதைக் கவனிக்கவேண்டும் என்று வீட்டுப் பெரியவர்கள் மெள்ள மெள்ள சொல்லிக் கொடுப்பது நல்லது. பல பெரியவர்களுக்கே இந்த உண்மை தெரியாது. அதனால் அவர்கள் வீட்டு இளைஞர்களுக்கும் இது எளிதில் புரிபடாமலே இருக்கும். எதுவானாலும் பொது இடங்களில் கண்காணிப்பு கேமராக்களும் நம்மைக் காக்க வேண்டும்.

  பொதுவாக இன்னொரு விஷயம். தனது காதல் ஆசையை ஏற்காத பெண்ணைக் கொலை செய்யும் ஆணின் அறியாமையைக் கவனியுங்கள். ‘காதல் நிராகரிப்பு’ என்ற காரணத்தால் ஒரு பெண்ணைக் கொலை செய்துவிட்டுக் கடைசிவரை அவன் போலீசில் மாட்டிக் கொள்ளவில்லை என்றுகூட வைத்துக் கொள்ளுங்கள் (இந்தியாவில் இது அதீத கற்பனை அல்ல).  அப்போதுகூட, அப் பெண்ணின் மறைவால் அவன் ஒன்றும் நிம்மதியாகவோ மகிழ்ச்சியாகவோ இருக்க முடியாது. அவனது வேண்டாத ஆத்திரம் ஒரு கொலையால் சற்றுத் தணிந்தது என்பதைத் தவிர அவனுக்கு ஒரு பயனும் கிடையாது. பின்னர் வரும் தலைமறைவு வாழ்க்கையும் எப்போது வேண்டுமானாலும் பிடிபட்டு தண்டனை கிடைக்கலாம் என்கிற அச்சமும் அவனை இன்னும் வதைக்கப் போகிறது. “என்னை மதிக்காத, என்னை விரும்பாத அந்தப் பெண்ணைத் திருமணம் செய்திருந்தால் நானும் மகிழ்ச்சியாக இருக்க மாட்டேனே! வேண்டாம் அவள்” என்று அவனே விலகிப் போயிருந்தால் விடுதலையும் நிம்மதியும் அவனுக்குக் கிட்டியிருக்கும். ஆக முதலில் அவன் தன் நலம் அறியாத மூடன், பின்னர் தண்டனை பெறவேண்டிய மூர்க்கன்.

   சுவாதி கொலை வழக்கிலும் கோர்ட் உண்மைக் குற்றவாளியை ஊர்ஜிதம் செய்து கடும் தண்டனை அளிக்க வேண்டும் என்ற அளவில் மட்டும் நாம் அந்த வழக்கைப் பற்றிச் சொல்லலாம்.

அம்புஜம் பாட்டி அலசுகிறாள் : முகமது அலி, மிஸ் பண்ணிட்டேள்!


    முகமது அலி, நீங்க உலகத்தை விட்டுப் போய் நாலு நாளாச்சு. அப்படின்னா உங்ககிட்ட இப்ப எப்படிப் பேசமுடியும்னு எங்க ஊர்க்காரா கேக்க மாட்டா. மேலோகம் போய்ட்டு ஆவியா வரவாளே பூலோகத்து மனுஷாட்ட பேசலாம்னு நம்பறவா நாங்க நிறையப் பேர்.

   சந்தேகமே வேண்டாம், நீங்க ஒரு அசாதாரண மனுஷர். குத்துச் சண்டை விளையாட்டுல இருந்த உங்களை உலகம் பூரா சின்னவா பெரியவான்னு ஆ-ன்னு பார்த்தா. அதைவிடப் பெரிய விஷயம், உங்களைப் பாத்தவா பாக்காதவான்னு பல பேரும் உங்களை நேசிச்சா. குத்துச் சண்டைல நீங்க எதிரிகளை துவம்சம் பண்ணினதப் பாத்து பரவசமடைஞ்ச ரசிகர்களைவிட உங்க போட்டோவைப் பாத்தோ உங்களைப் பத்தி கேள்விப் பட்டோ உங்களைப் பிடிச்சுப் போனவா அதிகம் பேர். அந்த மாதிரி மனுஷாளுக்கு குத்துச் சண்டை பிடிக்காட்டாலும் அதுலயே கொடி கட்டிப் பறந்த உங்களைப் பிடிச்சது. கோதாவுல ராட்சசனா இருந்த நீங்க வெளில நடமாடறபோது உலக சமாதான தூதர் மாதிரி தெரிஞ்சேளே, அதுக்குல்லாம் காரணம் சொல்ல முடியாது.  உங்க முகராசின்னு சொல்லலாம், அவ்வளவுதான்.

  பன்னண்டு வயசுல குத்துச் சண்டை போட ஆரமிச்சு நாப்பதை நெருங்கறவரைக்கும் முஷ்டியைச் சொழட்டினேள். அதாவது இருவத்தெட்டு வருஷம் ஆக்ரோஷமா குத்தைக் குடுத்து குத்தை வாங்கினேள். எந்த மனுஷ தேகம் இதெல்லாம் தாங்கும்? கடைசி முப்பத்திரண்டு வருஷமா பார்கின்சன் வியாதியால கஷ்டப்பட்டேள். ஒரு மனுஷன் முப்பது வருஷத்துக்கு மேல உசுரு போறவரைக்கும் உடம்பு நடுங்கிண்டு இந்த வியாதி உபாதைல அவதிப் படறது எப்பேர்ப்பட்ட துன்பம்? இதையும் அவர் தானே வரவழச்சுக்கறது எவ்வளவு அறிவிலித்தனம், எவ்வளவு கொடுமை சொல்லுங்கோ?

நினைச்சுப் பாக்கறேன். பதினெட்டு வயசுல குத்துச் சண்டைல ஒலிம்பிக் தங்கம் வாங்கினேளே, அப்பவே நல்ல ஆத்மா ஒர்த்தர் உங்களுக்கு இப்படி ஏற்படுத்திக் காட்டமுடியும்னு வச்சுக்குங்கோ. என்னன்னா, நாப்பதுக்கப்பறம் குத்தோட வந்த வியாதியெல்லாம் உங்களுக்கு பதினெட்டு வயசுலயே வரப் பண்ணி ஆட்டியெடுத்து, ஒரு வருஷம் கழிச்சு திடீர்னு உங்களை நன்னா குணமாக்கிட்டு ”குத்துச் சண்டை போடறவாளுக்கு பின்னாடி இந்த வியாதி வேதனைலாம் வரும், சாகற வரைக்கும் இப்பிடித்தான் பிடுங்கி எடுக்கும்”னு டாக்டர் மூலமாவே சொல்லிருந்தா, நீங்க குத்துச் சண்டைக்கே கும்பிடு போட்டிருப்பேள். “இல்லை, அப்பவும் நான் தொடர்ந்து குத்துச் சண்டை போட்டிருப்பேன்“னு நீங்க சொல்லமாட்டேள்.  அடுப்புல விரல் நுனியை லேசா சுட்டுண்டாலே, பின்னாடி அடுப்புப் பக்கம் மனுஷா எவ்வளவு ஜாக்கிரதையா இருக்கா?

நீங்க அனுபவிச்ச வியாதி வேதனைல நூத்துல ஒரு பங்கு கூட உங்களைக் கொண்டாடறவா பங்கெடுதுக்க முடியாது, அதைப் பத்தின கவலையும் அவாளுக்கு இருக்காது. அவா கொண்டாட்டத்துக்கு நீங்க ஒரு பொம்மை, அவ்வளவுதான்.

குத்துச் சண்டை போட்டவா எல்லார்க்கும் உங்களுக்கு வந்த வியாதியே வராம இருக்கலாம்.  இருந்தாலும் ரிடையர் ஆகும்போது வருஷக்கணக்கா அடி வாங்கின தேகம் அவாளுக்கும் எதேதோ அவஸ்தையைக் குடுக்கும்.  அப்பறம் இது என்ன விளையாட்டு? சரி, குத்துச் சண்டை போடறவாளையும் விட்டுடலாம். அவா தேகம், அவா பாடுன்னு வச்சுக்கலாம். ரண்டு பேர் ஒர்த்தரை ஒர்த்தர் முஷ்டில தாக்கறது, மூஞ்சி வீங்கி ரணகளப் படறது, ஒர்த்தர் எம அடி வாங்கி எழ முடியாம விழறது, இதெல்லாம் மத்தவா பாத்து ரசிக்கற விளையாட்டா? குரூரம்னா அது?

கிரிக்கெட்டோ புட்பாலோ விளையாடும்போதும் ஆடறவாளுக்கு அடிபடலாம். அது ஒரு விபத்து. ஆனா அடி குடுக்கறதுக்கும் அடி வாங்கறதுக்கும் மட்டுமே ஒரு ஆட்டம்னா அது விளையாட்டுல சேத்தி இல்லை. விளையாட்டு வினையாகப்டாதுன்னு நாங்க சொல்லுவோம். வினையே விளையாட்டுமாகாது. இன்னொண்ணு பாருங்கோ. ரண்டு குழந்தைகள் புட்பாலோ கிரிக்கெட்டோ தத்து பித்துன்னு விளையாடினா எல்லாரும் ரசிப்பா. ஆனா குழந்தைகள் குஸ்தி போட்டா பாக்கறவா அவாள விலக்கிவிட்டு ”சண்டை போடாதீங்கோ”ன்னுதான் சொல்லுவா. ஏன்னா வெறுமனே இன்னொருத்தரை காயப் படுத்தணும்னு கையை ஓங்கினா தப்புங்கறது சிம்பிளான விஷயம்.

உங்க பேருக்கும் புகழுக்கும் இன்னொரு முக்கிய காரணம் இருக்கு. வியட்னாம் போர் இருபது வருஷமா நடந்தப்போ, ஒரு நேரத்துல நீங்க குத்துச்சண்டைல பிரபலமா இருந்தேள்.  அப்ப கட்டாய ராணுவ சேவைக்கு அமெரிக்க அரசாங்கம் உங்களைக் கூப்டு வியட்னாம் போகணும்னு சொன்னபோது நீங்க மாட்டேன்னேள். ”வியட் காங் படைகளோட எனக்கு ஒண்ணும் சச்சரவில்லை’’ன்னு நீங்க 1966-ல சொன்னதும் பிரசித்தியாச்சு. அரசாங்கம் உங்க மேல கேஸ் போட்டு அது சுப்ரீம் கோர்ட்டு வரைக்கும் போய் உங்களுக்கு தண்டனை கிடையாதுன்னு ஆனது.  அப்ப மூணரை வருஷமா நீங்க குத்துச் சண்டை போடமுடியாம இருந்தேள்.  அதோட போர்க்களம் போகாமயும் பொழச்சேள் – அந்தப் போரோட நியாய அநியாயம் வேற விஷயம். அந்தப் போரை எதிர்த்தவாளுக்கு நீங்க வியட்னாம் போகமாட்டேன்னு சொன்னது பெரிய உந்துசக்தியா இருந்தது. இதுனாலயும் உங்களுக்குப் புகழ் சேர்ந்தது.  ஒரு குத்துச் சண்டை வீரர் போரை எதிர்க்கறேன்னு ஆத்மார்த்தமா சொல்ல முடிஞ்சா வினோதம்தான்.  போர்ங்கறதே ஒரு தேசம் துப்பாக்கி வெடிகுண்டு சகிதமா போடற குத்துச் சண்டைதான அலி?

குரூரத்தைப் பாக்கறது பல பேருக்குள்ள ஆர்வம். தெருவுல ஒரு ஆக்சிடெண்ட் நடந்தாலே வரவா-போறவா அவா வாகனத்தைக்கூட நிறுத்தி இறங்கி பாத்துட்டு போறது உண்டு. கோளாறான இந்த ஆர்வத்துலதான் பல மனுஷா காசு குடுத்து குத்துச் சண்டையும் பாக்க வரா.  மத்தபடி அவாளுக்கு குத்துச் சண்டை போடறவா மேல பெரிய அபிமானம்லாம் கிடையாது. கிரிக்கெட், புட்பால், பாஸ்கெட்பால் மாதிரி ஆடினவா ரிடையர் ஆகி பல வருஷம் ஆனாலும் ரசிகர்கள் அந்த விளையாட்டுக்காரா மேல மதிப்பு வச்சிருப்பா. குத்துச் சண்டைல ரிடையர் ஆகி வயசானா யாரும் சீந்தரதில்லை பாத்தேளா? ஆனா உங்களுக்கு இருந்த வசீகரத்துனால நீங்க விதிவிலக்கா இருந்தேள். மூச்சு போறவரை உங்க பிராபல்யம் குறையல. அந்த சக்தில, நீங்க ஜீவிச்சிருக்கும்போதே ஒரு காரியம் பண்ணிருக்கலாம்னு நினைச்சுக்கறேன்.

உங்க கடைசி காலத்துலயாவது நீங்க குத்துச் சண்டையோட குரூரத்தை புரிஞ்சுண்டு, ”நான் இப்ப உணர்ரேன். குத்துச் சண்டை மனுஷத் தன்மை இல்லாத விளையாட்டு.  இதை விட்டொழிக்கறது சரி”ன்னு நிஜமான கண்ணீரோட ஒரு வார்த்தை சொல்லிருந்தேள்னா அதுக்கு உண்டான பவர் அலாதி.  அந்த வாக்கு ஒரு பொதுச்சேவைக்கு வழி பண்ணி உங்க மதிப்பு இன்னும் பிரகாசமா ஆயிருக்கும்.  வேற எந்த குத்துச் சண்டை வீரர் அதைச் சொன்னாலும் அதுக்கு செல்வாக்கு கிடைக்காது. நீங்க அதுலயும் விதிவிலக்காத்தான் இருந்திருப்பேள்.  மிஸ் பண்ணிட்டேளே முகமது அலி!

Donald Kejriwal and Arvind Trump


     I hope you see no sacrilege in the mix up of names in the title.  Probably you resonate with what it signifies.  Lots of Americans may feel likewise if they learn about Arvind Kejriwal and his antics just as they know about Donald Trump.

            Kejriwal became Delhi’s chief minister, and re-captured that post, after bitter political battles and Trump will soon win Republican Party’s nomination for the Presidential contest after a torrid campaign.  How do the two project themselves?  Both are merrily quixotic, with a devil-may-care attitude. They say things which should never be talked about in public or even pursued seriously, and are downright brusque and senseless in their many public utterances.  Anyone in their positions should know diplomacy and dignified stance are the tools of political leadership and state craft in a democracy, even as they may take hard decisions.  But the language and pasture of Kejriwal and Trump remind us of a snorting bull on a rampage.

    Trump has provoked UK’s sober Prime Minister David Cameroon to call the former’s idea stupid, and London mayor Sadiq Khan opined the American had “ignorant views on Islam”, when they were reacting to Trump’s call for a complete shutdown on Muslims entering the US.  Kejriwal may not have earned such international recognition, but it is hard to distinguish Trump from Kejriwal.  Here is one example.  Trump had repeatedly called Democrat Hillary Clinton as ‘Crooked Hillary’.  He had also called the Clintons ‘heartless hypocrites’ before gleefully adding “Somehow I like Crooked Hillary better”.  If he had insulted her with the words ‘coward’ and ‘psychopath’ - and assuming chief minister Kejriwal never uttered those words against Prime Minister Modi – you would feel Trump was exactly sounding Trump.

           Trump and Kejriwal could also be joking about or doing things which may happen in a comedy movie but least expected of them.  During his campaign the American said, apparently intending a joke, “I could stand in the middle of Fifth Avenue and shoot somebody, and I wouldn’t lose any voters, OK?”.  But this sounds more like a comment on the independent judging skills of his supporters than good humour coming from a future US President.  In India, where guns are not so common, what Kejriwal actually did was this.  As chief minister, he protested against the central government on an issue and sat on a 32-hour dharna on a busy public road with some of his colleagues, party MLA’s and supporters.  The venue of his tamasha dharna was outside Delhi’s Rail Bhavan, a high security area close to Parliament House – which is a major public street space like Fifth Avenue in New York City -  and he slept there at night in the open. While doing that he acknowledged he was ‘an anarchist’, which is no different from Trump.


            Come to more serious things.  You cannot show off differences of opinion in politics like it is done in street brawls. For political leaders at top levels, what they want to do, the way they wish to go about it, how much they talk about those things and the words they speak mark them out. Take the US, for instance. All Americans, Trump and Hillary included, will want America to be well guarded against any terrorist attack or threat.  So if the US tightly screens visitors to the country, especially those coming from terrorist regions or those likely to have terrorist links, no American will oppose such measures whatever the religion of the visitor.  But when Trump announced he was for a total ban on Muslim outsiders entering the US he dropped a bombshell.  He has also said, “Islam hates us”. On the one hand he alienates Muslims living in the US and on the other he infuriates countless Muslims, good or bad, in other parts of the world. That would also cause disquiet among a whole lot of US residents fearing worse consequences.  Religion, any religion, is a deeply personal thing for those who believe in it. They do not relish their religion or its believers being despised or talked against for any reason, though they would not mind or oppose action against extremists in their fold.  Anything leaders may say or nations may do in this respect should be attended with caution and maturity.  Trump did not display those qualities when speaking against Muslims and David Cameroon called a spade a spade gently.

      After the 9/11 carnage at New York’s World Trade Centre, the US has taken stern preventive action against terror attacks on its soil, though a few minor instances happened which were soon controlled.  At present internal security in America is not a major issue to be tackled from basics, and Trump need not at all have spoken on it with such a distinct anti-Muslim slant.  I suspect Trump has nothing great to project about him as a candidate for US Presidency, and so he seized a dormant and false issue and blew it out of proportion, painting all Muslims black.  What he hoped to gain was attention among American voters by scaring them, and he may have succeeded to some extent. In his own way, as is possible for a Delhi chief minister, Kejriwal did something recently with a similar motive.  That was even funnier.  He went to town screaming that Prime Minister Modi was fraudulently claiming to be a degree holder from Delhi University and that his degree certificate was a fake one.  His close party colleagues also joined the cry, and he got all the juicy attention he wanted.  Even after the Delhi University confirmed that the degree certificate was genuine, providing the candidate’s enrolment number and examination roll number, Kejriwal has not withdrawn his charge.  For someone with an eye on the Prime Minister's chair he is out of focus too, which is like Trump.

       Kejriwal has also quickly garnered attention among sections of college-goers when he supported students striking in campuses of the University of Hyderabad and Jawaharlal Nehru University, who were misguided and part of anti-India sloganeering.  Earlier someone in India endeared himself to students across India the hard way for right reasons, which is also enduring.  But his mind was not set on grabbing quick attention of the student community and throwing limelight on himself.  He was Dr. Abdul Kalam, and we can see the difference in the ways and objects of Kalam and Kejriwal aligning with students – and with what kind of students.

     Arvind Kejriwal does not of course operate on a canvas as huge as the American scene, but his negative instincts are no less than Trump's.  Large numbers of a country's population will have negative tendencies too.  If the nation is lucky it will have leaders who do the very important things, appeal to the positive mind frame of its people, make them hold hands and help them move ahead. Else it is trapped with leaders who do grandiose unimportant things, fuel divisiveness among its people, sully their outlook and stall their progress.  Either way a leader could remain popular, and so a leader's popularity is not always a measure of his true merit.

                Keep aside India.  Who knows, if Arvind Kejriwal were born in the US and a Republican Presidential aspirant now, he could be beating Trump at their game and surging ahead in the primaries.
